The US is testing out technology that would allow it to intercept intercontinental ballistic missiles.
Such systems were banned until the US withdrew from the ABM treaty in 2002. The argument against such defense systems is that anyone who could defend a nuclear counterstrike would be tempted to launch a nuclear first strike.
