There are 12 OPEC countries but Russia and some other non-OPEC members will be there. One of the lines that’s often been repeated is that an oil production freeze is only possible if everyone is on board. The people who aren’t showing are saying they aren’t freezing. One who isn’t likely to be there is Iran, who insists it will recapture market share before any discussion of a freeze.
