Libya, Nigeria, Iran and Iraq want exemptions from OPEC quotas
…and everybody who doesn’t get an exemption will flaunt the quotas anyway.
Earlier, Russia reportedly told OPEC that it won’t cut production and will only freeze. That promise is a bit rich, since it’s pumping a full-blast anyway.
