Volkswagen AG kept the issues pertaining to its emissions cheating scandal from regulatory compliance a long time ago.
The US environmental compliance employees, in 2004, notified their bosses in Germany they had to inform regulators about a defective emissions part. But the Germans opted not to disclose the information.
